DIRECTORATE BUDGET & TREASURY OFFICE

The Directorate Budget & Treasury Office comprises the following service units:

  • Budget administration
  • Expenditure administration

  • The Preferential Procurement Policy Framework Act 5 of 2000 requires an organ of the state to determine its preferential procurement policy and implement it within the framework as is reflected in section 2 of the Act. According to the Local Government Transaction Act 209 of 1993:-
  • A Municipality shall award contracts for goods and services in accordance with a system that is fair, equitable, transparent, competitive and cost effective.
  • Not with standing paragraph (a) a municipality may in accordance with a framework prescribed by national legislation in awarding contracts give preference to the protection or advancement of persons or categories of persons disadvantaged by unfair discrimination, and shall make the granting of such preference public in a manner determined by the council.
  • A Municipality may dispense with the calling of Tenders in the case of emergency or of a sole supplier or with such limits as may be prescribed by a National Legislation as per Regulations regarding the calling of Tenders (Government Gazette no. R1224 on 2 October 1998).
