INTEGRATED DEVELOPMENT PLAN

IDP Overview

The year 2007 is a pinnacle in the development of what is now known as the Victor Khanye Local Municipality. Firstly, the municipality will be looking back over a period of 100 years celebrating its centenary.

On 28 August 1907 the Townships Board of the then Transvaal approved a township establishment application by one FC Dumat on the farm Witklip. The original township consisted of 192 stands.

In contrast to the former, but reaching for the future, the municipality will in all probability be adopting a new name and having unveiling a new coat-of-arms. In this spirit of hope for and expectation of the future, this integrated development plan was compiled.

This document is the integrated development plan of the Victor Khanye Local Municipality for the period 01 July 2006 to 30 June 2011 . This is the Third review of the integrated development plan that was adopted on 24 March 2006 .

This integrated development plan was reviewed and drafted in terms of the Local Government: Municipal Systems Act, 2000 (Act Number 32 of 2000), as amended. Section 25 of the Municipal Systems Act determines as follows:

  • Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality which-
  • forms the policy framework and general basis on which annual budgets must be based;
  • is compatible with national and provincial development plans and planning requirements binding on the municipality in terms of legislation.

IDP REPRESENTATIVE FORUM


This forum is chaired by the Executive Mayor and it is composed of Business Representatives (various sectors), the Religious Groupings, the Community Development Workers, the Political Parties Representatives, Traditional Leaders viz. Mabhena and Mahlangu, Youth Organisation and other community stakeholders who in the main will:

  • Inform their respective constituencies on the planning processes and the outcomes thereof
  • Analyse issues presented, prioritise them and reach a conclusion
  • Be part of the process of identifying projects and assessing their relevance.
