FUNCTIONALITY OF WARD COMMITEES

Report on Ward Committe Members

Victor Khanye Local Municipality has established Ward Committees as required in the Local Government: Municipal Structures Act with an objective to enhance participatory democracy in local government.


Victor Khanye Local Municipality is demarcated into a total of eight (08) wards. Ward committees are inexistence in all eight wards. The current serving Ward Committee members were established in 2006, just after the Local Government elections, which realised the election of the new Municipal Council. Ward Councillors’ serve as chairpersons of all ward committees. Ward Committees were elected in community meetings.

Challenges : The vastness of wards like ward 3,7, &8 makes it difficult for ward committee members to execute their duties as anticipated. Ward committee members are submitting monthly reports to Clr’s and subsequently to the Speaker for both noting and approval for stipend. The yearly stipend contracts of all eighty (80) Ward Committee members were renewed in July this year (2010). Ward committee members will continue receiving a monthly stipend of R1000, 00.

It is worth noting that the rolling out of stipends to Ward Committee members has had a huge positive impact on the participation of ward committee members.
